Dominguez Joins Board of Arch Coal, Inc.

St. Louis, Mo. - December 11, 1998 – Ignacio Dominguez, 53, has been elected to the board of Arch Coal, Inc. (NYSE: ACI), the nation's second largest coal producer. The election of Mr. Dominguez is effective December 11.

Mr. Dominguez is chairman of the board of CARBOEX, S.A.; senior vice president of fuel supply for ENDESA Group; and a director of Compañia SEVILLANA DE ELECTRICIDAD. Mr. Dominguez replaces Juan Antonio Ferrando, senior vice president of CARBOEX, S.A., who is retiring from the board.

Mr. Dominguez holds a graduate degree in law from Madrid University and is a graduate of the Advanced Management Program at Harvard University. Between 1969 and 1983, Mr. Dominguez served as vice president of the International Division of Banco Urquijo Spain and executive vice president of corporate banking for Banco Urquijo Spain. In 1983, he became general manager of finance for I.N.I. Spain, and in 1992 he was named director and general manager of processing industries of I.N.I. and TENEO. He became general manager of SEPI in 1996 and assumed his current positions in 1998.

Mr. Dominguez will serve on the audit and finance committees of the Arch Coal, Inc. board of directors.

Arch Coal is the nation's second largest coal producer, with subsidiary operations in West Virginia, Kentucky, Virginia, Illinois, Wyoming, Colorado and Utah. Through these operations, Arch Coal provides the fuel for approximately 6% of the electricity generated in the United States.
