Ted Sands joins board of Arch Coal, Inc

St. Louis, Missouri – February 25, 1999 - Theodore D. Sands, 53, has been elected to the board of Arch Coal, Inc. (NYSE:ACI), the nation’s second largest coal producer. The election of Mr. Sands is effective February 25.

Mr. Sands is President of HAAS Capital, LLC, a firm he established in February 1999 to provide strategic and financial advice to companies in the metals and mining industry. Prior to forming HAAS Capital, Mr. Sands was Managing Director, Investment Banking, for the Global Metals/Mining Group of Merrill Lynch & Co.

A native of Illinois, Mr. Sands earned a bachelor’s degree in political science and economics from Yale University in 1967, and an MBA in finance from Stanford University in 1972. He is also a director of Protein Sciences Corporation.

Mr. Sands will serve on the audit and finance committees of the Arch Coal board.

Arch Coal is the nation's second largest coal producer, with subsidiary operations in West Virginia, Kentucky, Virginia, Illinois, Wyoming, Colorado and Utah. Through these operations, Arch Coal provides the fuel for approximately 6% of the electricity generated in the United States
